THE PROJECT SUPPLY DEPARTMENT

The main tasks of the department are:

Submission of project proposals to design institutes for project and estimate documentation of public road facilities included in Road work programs, coordination and approval of relevant ministries at the time of their implementation, contracting with project institutes, acceptance;

Carrying out of works, necessary for fulfillment by the customer of the design estimates on construction, reconstruction and complete repair of public roads in relevant documents of the Cabinet of Ministers;

Participation in the process of calculating and recalculation of work volumes, residual value of construction and assembly works on construction, reconstruction and overhaul of motor roads of general use;

 Conducting competitive bidding for the selection of a project organization for the design and estimate documentation for the road construction program and description of publicly available road construction, reconstruction and overhaul;

Review and adopt a project document submitted by the Project Institute.

The fundamental functions of the department

Depending on the tasks, the Department performs the following functions:

On the basis of government decisions and assignments, the project institute is responsible for the development of design estimates for concrete objects: - request to the Project Institute to submit an invitation for the development of the design estimate documentation of the facility through an official letter; - Examination of the proposal for the development of the design estimates submitted by the Project Institute, comparison with similar (analog) objects, returning the project proposal to the project institute;

- Task design for the design institutes for development of design estimates for public roads;

- Carrying out the contract for the development of design estimates based on the excellent (optimal) proposal provided by the Project Institute;

- work with the project institute on identified deficiencies in the design estimates during the construction, reconstruction and overhaul of public roads;

- Carrying out works on the conclusion of design estimates for construction, reconstruction and repair of public roads;

Project institutes for development of design estimates of objects of construction, reconstruction and repair of public roads:

- Conducting competitive bidding for the design estimate documentation, construction, reconstruction and repair of public roads, and concluding a contract with winners of competitive bidding;

An agreement with the Ministry of Economy, the Ministry of Finance, the Republican Road Fund under the Cabinet of Ministers and the State Roads Committee for addressing the design and survey works for the construction and reconstruction of public roads;

Ordering and contracting with project institutes for the preparation of design and estimate documentation for objects included in Road work program for the coming years;

Feasibility study for construction, reconstruction and overhaul of roads of international and public interest, with the approval of TIH and agreed with the authorized body for the development of PTES technical specifications (PTES);

Examination and acceptance of payment certificates for project work and other organizations for paid services and rendered services;

Making proposals on penalties (penalties) from the design and survey organizations and other organizations for failure to perform and improper fulfillment of contract obligations;

Preparation of analytical documents on the developed projects.

Depending on the objectives of the department, the department performs other functions in accordance with the existing laws.
