BUILDING AND RECONSTRUCTION DEPARTMENT

The main tasks of the department are:

 - Formation of short-term and long-term programs for the development of public roads of international, national and local significance; 

- In accordance with the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated September 12, 2003, № 395 and April 17, 2017, № 222, to the Ministry of Economy of the Republic of Uzbekistan and the Republican Road Fund under the Cabinet of Ministers of the Republic of Uzbekistan, development of forecast parameters on the limits.

- Participation in the process of calculating and recalculation of work volume, residual value of construction and assembly works on construction, reconstruction and complete repair of public roads;

- Monitoring of the work being performed on the objects included in the Roads of General Use Roads of international, state and local significance;

- Monitoring of funds of the Republican Road Fund and funds of international financial institutions on the objects of public roads of international, national and local significance included in the programs;

- Preparation and submission to the Board of Directors of the State Committee of the Republic of Uzbekistan for Roads, to the relevant bodies and organizations and submit them to the Cabinet of Ministers in accordance with the established procedure the data on the construction work on public roads;

- Ensure implementation of the instructions of the President within the specified term and consideration of citizens' appeals.

Depending on the tasks, the Department performs the following functions:

- Determines the projected cost estimates for centralized capital investments on public roads of international, national and local significance in the current year;

- participates in formation of short-term and long-term programs of development (perspective) of public roads of international, state and local significance;

- Establish a targeted list of designs for the construction, reconstruction and repair of public roads of international, state and local significance and address the relevant ministries and agencies in the prescribed manner;

- Prepares and monitors proposals for the Government to create a reserve of construction materials and fuel and lubricants required for public, international, state and local roads incorporated into the address list of constructions;

- Identifies problems that prevent the quality and timely commissioning of construction and assembly works on public roads of international, state and local significance, included in the design list of construction, and elaborates proposals for their elimination;

- Prepares proposals on redistribution and redistribution of capital investment limits for construction sites on public roads of international, state and local significance included in the Program;

- Complex analysis of the role and capacities of the ABZ, ABS TMS lines, Road repair departments, which are in the best quality of public roads of international, state and local significance in the Republic of Karakalpakstan and other regions.
